About RHAELM
RHAELM is the sovereign AI cloud, built around the constraint that decides how quickly AI ambition becomes capability: power. In Japan, that idea is being put into practice at national scale. In October 2026, RHAELM signed a memorandum of understanding with JERA, Japan’s largest power generator, and Dell Technologies. Together they will create a standardised, repeatable model for building AI infrastructure across the country.
The first project is a 400 MW-class AI data centre on land next to JERA’s Chiba Thermal Power Station, which the partners have described as Japan’s largest single-site AI infrastructure deployment. RHAELM will develop, construct, operate and finance the facility. Power will come directly from the neighbouring station, Dell will provide the AI infrastructure, and Apollo Global Management is planned as strategic investment partner. Operations are planned to begin in phases from 2028, and the longer-term ambition is several gigawatts of AI data centre capacity at power stations across Japan in the 2030s.
As with every RHAELM deployment, the Japan programme will be operated in-country by local people, and this role is its voice in the communities that will host it.
About the role
RHAELM is developing its first AI data centre in Japan in Chiba City, working alongside its partner JERA. A project of this kind depends on the trust of three groups: the people who live around it, the local and prefectural governments that oversee it, and the partners who share the site. This role exists to build and keep that trust. Working directly with the CEO, you will own RHAELM Japan’s external communication. That means setting the plan, carrying RHAELM’s message to the community and to government, and making sure what the community says is heard where decisions are made.
Responsibilities
Communication strategy
Build and run RHAELM Japan’s external communication plan, covering audiences, messages, channels and timing. Keep it current as the programme moves from planning through construction into operation.
Adapt RHAELM’s global messaging for Japanese audiences so that it is accurate, consistent and meaningful to each stakeholder group.
Local community
Establish RHAELM as a known and trusted presence in Chiba City through working relationships with residents’ associations, local businesses, schools and community groups.
Create regular, reliable ways for residents to raise questions and concerns, such as briefings, information sessions and feedback channels. Make sure what is heard reaches the CEO and project leadership and receives a clear response.
Government and partners
Develop and maintain relationships with Chiba City and Chiba Prefecture officials and relevant national bodies. Prepare the CEO for meetings and keep RHAELM’s communication with authorities coordinated.
Align external communication with JERA so that public messaging about the shared site is consistent and agreed in advance.
Media and CEO support
Prepare the CEO for external engagements, including speeches, briefings, interviews and community events, with materials in Japanese and English.
Act as the point of contact in Japan for media enquiries, working with RHAELM’s global communications team on releases and responses.
Essential requirements
Has planned and delivered an external or stakeholder communication programme for an organisation in Japan, from audience mapping through execution and evaluation.
Has worked directly with local or national government in Japan, for example municipal, prefectural or ministry officials, and can show how those relationships supported an organisation’s goals.
Has led community or stakeholder engagement where trust had to be earned, and can give examples of turning community feedback into concrete action.
Can write and present clearly in Japanese and English for senior and public audiences, including executive briefings, speeches and public statements.
Has advised or supported a senior executive directly, handling sensitive information with discretion.
Has coordinated communication across several organisations, such as partners, contractors or a global headquarters, so that one consistent message reaches the public.
Welcome experience
Media relations in Japan, including handling press enquiries and preparing spokespeople for interviews with national or regional outlets.
Existing working relationships in Chiba City or Chiba Prefecture with local government, community organisations or business associations.
Communication for data centres, energy, utilities or other large infrastructure projects, where questions about land use, noise, traffic, power and environmental impact are common.
Issues or crisis communication, including preparing holding statements and responding to community concerns at short notice.
Language requirements
Japanese is used every day in this role: leading community meetings, engaging with city, prefectural and national officials, handling media, and writing public-facing materials. You will need to present, negotiate and write formal documents confidently in Japanese (JLPT N1 or equivalent ability).
English is used for working with RHAELM’s headquarters and global communications team, for reporting, and for adapting RHAELM’s international messaging for Japan. You will need professional written and spoken English for executive-level discussion and drafting.
Why this role
You will build RHAELM’s external voice in Japan from the start, working directly with the CEO and with genuine ownership of how the company presents itself.
You will shape how a major new AI infrastructure project is introduced to, and lives alongside, the community that hosts it, and set the standard for how RHAELM listens to local voices.
As the Japan programme grows beyond its first site, the communication approach you build in Chiba is intended to become the model for future locations, with scope for the role to grow with it.
